高校是知识产权的重要发源地之一。高等教育的发展必然带来高校知识产权事业的繁荣。高校是知识创新、技术创新、从而获取自主知识产权的主战场。高校拥有自立知识产权的数量和质量影响和决定着高校在国际国内的地位及在科教兴国中的作用。然而，目前高校知识产权的保护工作相对滞后。在全面实施素质教育，培养创新人才的新世纪，高校应该不断加大知识产权的获取和保护力度，把高校的科研管理逐步转化为对知识产权的全面管理。借落实《高等学校知识产权保护管理规定》［１］之机，使高校的知识产权获取与保护工作继续走在全社会的前列，为实现科教兴国战略和国家的技术创新工程发挥基础功能。

The development of higher education will inevitablly leads to the booming of university intellectual properties. The quantity and quality of independent intellectual properties that one uinversity owns decides its national and international position and decides its functions in developing country by science education. But at present the protection work of University intellectual properties is relatively stagnant. In the new century for educating innovative people, university should also strengthen the obtaining and Protection of intellectual properties and transform the management of science research into the tofal 'management of intellectual properties. At the time of implementing 'The Regulations of Protection of University intellectual properties, University should strengthen the obtaining and protection work of university intellectual properties and develop fundamental fu- nctions for the strategy of developing country by science education and the engineering of technology innova- tions.
