摘要
从国际竞争的大背景下看处于行业领先地位的国有企业,其品质管理还普遍存在着技术水平低、员工素质差、用户支撑脆弱、新品开发能力低等战略性缺陷。国企行业领先者若要在新世纪以品质制胜,应当发展拥有自主知识产权的世界先进的核心技术体系,提高员工的素质和责任心,进一步完善品质管理的各项制度,建设开放性的企业文化系统,既实现日常管理的规范化,又使企业的每一位员工都富于活力和创新精神。
Compared with international rivals, most Chinese state - owned industry leaders are still being faced with some strategic disadvantages such as low technology, poor quality of employees, weak base of customers and partners, and and capability of deve1oping flew products. If an industry leader intend to win the competition in the new century, it should develop an independent core technology system, strengthen the sense of responsibility of employees, reform the system of rules and regulations, and build an open cultural system. State-owned industry leaders should realize the slandardization of the routine works, and build a sustained self-updating mechanism.
