关于河南省乡镇企业产业结构调整的思考

Some Thoughts on the Adjustment of Industrial Structure of Small - Town Enterprises in Henan Province

当前影响河南省乡镇企业持续健康发展的重要原因之一是不合理产业结构的制约，其主要表现为三次产业比例失调、支柱产业大而不强和产业水平低级化。根据产业结构优化的目标要求，今后河南省乡镇企业产业结构调整的方向应为：选择农副产品加工业为主导产业，实施乡镇工业高新技术产业化和加快发展第三产业。同时，产业结构的调整还应与所有制结构、产品结构、组织结构和投资结构等相关结构的调整结合起来进行。

A chief factor inhibiting the healthy development of small - town enterprises in Henan Province is the unbalanced industrial structure, which shows itself mainly in: (l)the third industry is not in propertion with other industries; (2) the pillar industry is big but not strong; and (3) industrial level is rudimentary. In accordance with the requirement of optimizing industrial structure, the adjustment of industrial structure of small - town enterprses in Henan Province should take farming and side -line production as leading industry, employ high - tech industry and quicken the third industry. Meanwile he adjustment of industrial structure must take into account ownership structure, production structure, organization structure and investment structure , etc.
