本文从提高我国数字档案馆建设质量、确保核心目标实现和推动其互操作出发,提出应对我国数字档案馆进行统一认证的观点,明确我国数字档案馆认证的主要内容,包括组织环境、档案管理系统、技术基础设施和安全风险管理能力三方面认证,并深入分析我国数字档案馆认证应用实施的核心策略,即建立分级认证标准、基于文档记录的认证方式和建立权威认证机制,以期从国家层面推动我国数字档案馆认证工作的开展和全国数字档案馆评价体系的建立。

To improve the quality, ensure the realization of core targets and promote the interoperability of our digital archives, the paper puts forward the concept of digital archives certification. It also illustrates the main components of our digital archives certification, including organizational environment, archive man- agement system and infrastructure and security risk management. It further conducts an in-depth analysis of core implementation strategy of digital archives certification, including establishing level standard, docu- ment-based method and building authorative mechanism with the aim of propelling certification and setting up the evaluation indicator system of our digital archives.
