Capacity Building for Chinese Open Universities

办好开放大学在本质上是一个能力建设的过程。根据《国家中长期教育改革和发展规划纲要(2010—2020年)》对办好开放大学的要求,以及国外开放大学的发展经验,我国开放大学在未来的发展中,要注重能力的培养,尤需加强信息化基础设施与信息技术应用、学习资源、学科与学科队伍、学习支持服务、远程教育与科研、办学系统和文化制度等七个方面的能力建设,从而支持我国开放大学在其成长与发展过程中,具有一定的优势特色和一流的品质。

How to run an open university is basically an issue of capacity building which is a gradual process.In accordance with the National Mid-term and Long-term Scheme for Educational Reform and Development(2010-2020) and successful lessons from the development of open universities in other countries,Chinese open universities need to focus on capacity building,in particular in such fields as information technology infrastructure and application,learning resources,academic disciplines and academic staff development,learning support,distance education research,operational network,and institutional culture.Capacity building is argued to be essential to the successful development of Chinese open universities.
