中西部产业转移示范区的实际功用与困境摆脱

The Actual Function and Way-out of the Industrial Transformation Demonstration Zone in Mid-Western Region

建立国家级承接产业转移示范区,既是中西部各省(区、市)为承接东部产业转移而竞争的结果,也体现国家在区际产业转移及其承接上的战略意图。中西部已获批的6个国家级承接产业转移示范区的区位特点和战略定位各有不同,主要承接方向和重点承接产业各有侧重。比较分析表明,目前国家级承接产业转移示范区建设还存在空间布局和承接方向不合理、示范区之间的竞合关系不健康、普遍遭遇"招工难"等问题。国家应在中西部农民工输出大省适当增设示范区,各示范区应实现差异化发展,并在承接产业转移中积极承接农民工回流。

To establish national demonstration zone for undertaking industrial transformation, is not only results of mid-western Provinces competition for undertaking eastern industrial transformation, but also reflects national strategic intentions on the inter-regional industrial transformation and undertaking. The area characteristic and strategic status have different and mainly direction and key industries to undertake h~,ve different emphases. Comparison analysis shows that at present the construction of national demonstration zone for undertaking industrial transformation there are still many problems such as spatial layout and undertaking direction are unreasonable, the competition and cooperation relation between each other is not healthy, generally eneountering ＂recruitment difficulty＂. Therefore, the government should add demonstration zone in the mid-western province which output a large number of migrant workers. Each demonstration zone should realize differentiation development, and undertake the return of migrant workers actively in the process of undertaking indUstrial transformation.
