在监管互动,和谐发展的基础上,如何着力构建油田建设安全环保长效监管机制,全力保障生产单位生产安全成为监督人员关注的焦点。通过对施工作业队伍从准入、作业准备、作业过程、作业结束等各个环节实施跟踪监督检查,详细阐述了基层监督工作中"四个坚持"的具体做法,并对取得的成效进行了简要分析。

On the basis of supervision interaction and harmonious development, how to construct the long-term mechanism of safety and environment protection in the oilfield construction and ensure the production safety of units have become the focuses of supervi- sors. Through the follow-up supervision over the operational team from the different links like the admittance, operation preparation, operation process and termination and so on, the concrete methods of ＂four persistence＂ in the grass-roots supervision are explained in detail, followed by the brief analysis on the achievements they made.
