三峡农村外迁移民的稳定与发展一直以来是世人所关注的问题,也是各级政府和有关部门高度重视的工作。为了实现水库移民"搬得出、稳得住、逐步能致富"的搬迁安置目标,就必须以水库移民的稳定与发展作为移民安置工作的出发点和落脚点。本文以稳定与发展的辩证关系为理论基础,分析了三峡农村外迁移民稳定与发展的工作经验与方法,探讨了三峡外迁移民持续稳定与发展过程中存在的问题,提出了三峡外迁移民持续稳定与发展的工作建议。

The stability and development of the Three Gorges rural immigrants has been widely concerned, also the governments at all levels and relevant departments attach great importance to it. In order to achieve the target： ＂Moving out smoothly, living steadily, and becoming rich progressively＂, it is necessary to take the stability and development of reservoir resettlement as the starting and ending points of the resettlement work. This paper takes the dialectical relationship between stability and development as the theoretical basis, analyzes the work experience and methods of the stability and development of the Three Gorges rural migrants, explores the problems in the process of continued stability and development of the Three Gorges immigrants, puts forward the recommendations of the continued stability and development of Three Gorges migrants.
