Formulationg laws towards the end of the Qing Dynasty started the modernization process for Chinas laws.The modernization of laws was always carried on by means of transplanting.It was the first time in Chinese history to transplanting laws on a large scale.The guiding thought,forms,measures and process have left deep experiences and lessons worthy of reflections.
