新型农村社会养老保险实施情况调查研究——以湖南省两个民族自治县为例

The Implementation Survey of New Rural Social Endowment Insurance

基于湖南通道、芷江县202户农村家庭的微观调查数据,对新型农村社会养老保险实施情况进行了调查研究。结果发现:①农户人均收入少,文化程度低;②农村老龄化严重,家庭养老保障弱化,社会养老保险日趋重要;③社会养老保险实施存在宣传力度不够、缴费水平低、养老金待遇低、统筹层次不高的问题。在此基础上,提出了完善新型农村社会养老保险制度的对策建议。

Based on micro investigation data of 202 rural households in Tongdao, Zhijiang County of Hunan Province, the implementation of new rural social endowment insurance was investigated. The results showed that income per capita of the rural households is less, the educa- tional degree is low ; rural aging problems is serious, the family endowment security is weakening ; the publicity of new rural social endowment insurance is insufficient, the payment is low, and so are the pension and the level of overall planning. Based on these, a series of counter- measures and suggestions for improving the new rural social endowment insurance system in poor ethnic area were put forward.
