2008年,"大学生村官"计划正式启动:中央决定在5年内选聘10万名大学生到农村去,后来这一计划又调整到20万。从政府部门来说,吸引大量毕业生去农村,既能提高农村的科技文化水平和执政能力,同时也能缓解当前一路走低的就业率,消除社会不稳定因素。因而,在中央层面的高调号召下,各级地方政府、组织部门大力开展该项计划。
