In the paper, it is point- ed out that the government should play role of macro - control to promote the annex and recombination of steel enterprises as well as control the total number and close down backward production facilities. Furthermore, the enterprises should take measures to enhance and innovate the management so that the benefits could be improved as well as the continuous, healthy and stable development of steel industry could be promoted.
