The Legislation of Russian Library System and Its Inspiration to China

我们国家的图书馆在管理制度、管理方式等方面都有很深的苏联印记,很多方面都延承了苏联图书馆的模式。俄罗斯图书馆在发展中经历了重大的变革,其发展轨迹也经历了根本性改变。在其最困难的时期,《俄罗斯图书馆联邦法》引导俄罗斯图书馆走出困境,保障了图书馆资金的来源及管理的自主性,而且保障了各项图书馆政策的切实落实。本文从俄罗斯图书馆法的立法背景、图书馆法实施对社会的影响,分析了对我国图书馆立法的借鉴意义。

Library system in China has inherited Russian model in many aspects in terms of management methods and patterns. During its development, Russian library system has experienced a series of revolutions and significant amendments. At the most challenging moment, the release of ＂Russian Library State Act＂ played a critical role which ensured the independent operation of Russian libraries in management and funding and hence ensured the implementation of various library policies in Russia. Based on the analysis of the background and enforcement of Russian Library Law, this article tries to explain issues that could provide some enlightenment or inspiration to Chinese library system.
