新公共管理视角下的企业家精神政府——《改革政府》简评

摘要奥斯本与盖布勒合著的《改革政府》描述了美国各级政府如何改变传统上沿袭下来的官僚模式,使政府更具有灵活性、创造性和企业精神。我国在政府转型过程中,应准确界定新政府的职责,处理好政府对公民的民主责任、公共财产合理处置等转型期遇到的一系列问题。
