摘要
借助于西方学者关于互联网时代议会电子化的有关论述,结合我国人大法定职权和全国人大门户网站的标准,论文建立了一个中国地方人大门户网站质量评价指标体系,并把它运用于评价31个省级人大门户网站,对它们的质量做出排名。评价结果表明,省级人大门户网站的质量差异无法用各省的经济或互联网发展水平加以解释。利用各省级人大门户网站首页版权部分交代的网页建设维护机构信息建立回归模型,发现人大门户网站建设和维护是否落实到具体机构是决定它们的质量高低的关键因素。
In this paper, we first established a set of indicators for evaluating the quality of the official websites of local people's congresses in China. Within this process, theories on e-parliament developed by western scholars were brought in; responsibilities of the legislative branch of the Chinese government considered; and, the benchmarking practices of the website of the National People's Congress referred to. Then, we utilized this set of indicators to evaluate the websites of the 31 governments at the provincial level, resulting in a ranking of their performances. Finally, a few simple OLS models were built up to identify the determinants of the quality of provincial people's congress websites. We found that the variation of the website qualities cannot be explained by the different levels of economic or internet development among provinces. What matters is managerial in nature: Good websites are those with specific agencies responsible for their construction and maintenance.
