摘要
以我国海上风力发电项目为研究对象,根据其特点建立海上风力发电项目社会评价多层次评价指标体系,结合实际案例进行社会评价研究。针对海上风力发电项目社会评价指标权重的确定问题,引入粗糙集及信息增益理论,对传统AHP法改进,修正其不稳定性、主观性的影响,综合考虑主客观权重得到合理、有效的组合权重,并进行有无项目对比下的模糊综合评判。粗糙集及信息增益方法的运用,使得评价结果更具客观性、科学性,为投资决策者提供了有效依据。
Through the study of China's offshore wind power projects, a social evaluation index system of offshore wind power projects based on its characteristics is established, and it is used to study actual cases. In order to determine the social evaluation index weight of offshore wind projects, the theory of rough sets and information gain is used to improve instability and subjectivity of AHP algorithm. Considering the subjective and objective weight, a reasonable and effective combination weight is obtained. Finally, fuzzy comprehensive assessments with and without a project are carried out. The introducing of rough sets and information gain makes the evaluation results more objective and scientific, which providing a valid basis for investment decision-makers.
