摘要
随着我国工程建设领域投融资体制的改革,越来越多的基础设施等项目,开始采用建设——转让即BT模式进行建设。通过对当前BT项目投资建设——回购合同的风险进行分析和分层归类,并建立风险评价指标体系。将BP神经网络算法引入BT项目对投资建设——回购合同条件进行风险评价,通过分析得出政府方的支付担保条款是使BT合同能够成立的关键性因素。并对政府方担保进行结构设计。提出有关BT项目运行期间各方应就可能发生的工程纠纷问题都要进行沟通,并应在BT合同中给以明确约定的建议,以做到提前规避风险。
With the reformation of project construction investment and financing system in China, more and more infrastructure projects are adopting the mode of Build-Transfer (BT) . Based on the buy-back contract risk analysis of current BT investment projects, a BP neural network algorithm is introduced to evaluate buy-back contract risk for BT investment projects. A risk evaluation index system is proposed. Payment guarantee from government is a key factor. The guarantee terms from government are designed. Some recommendations are proposed to avoid risks.
