巴西与非洲建立联系的时间较早。从16世纪到20世纪末,巴西对非关系的态度在重视与疏远之间徘徊。2003年卢拉执掌巴西政权后,巴西出于重视国内非洲裔人的平等权益、扩大经济发展空间和追求独立外交等因素的考虑,日趋重视对非关系,并大幅调整对非政策。此举不但巩固了巴西与非洲关系的政治、经济与文化基础,而且扩大了巴西的国际影响力。卢拉政府的对非政策被其继任者罗塞夫总统所继承。巴西对非关系在长期演变中主要体现了三大特点,即对非关系受国际体系、国内经济社会状况等因素的综合影响;葡语非洲国家在巴西对非关系中占据重要地位;巴西在对非合作的领域优势明显。
Brazil has established contact with Africa since early times. From the 16th century to the late 20th century, Brazil's attitude towards Africa hovered be- tween attention and estrangement. Since Luiz Inacio Lula da Silva came into power in 2003, Brazil, to value equal rights of people of African descent, expand the space for economic development, and pursue independent diplomacy, has attached more importance to its relations with Africa. Brazil has not only consolidated the political, economic and cultural ties with Africa, but also has enlarged its international pres- ence. The long -term evolution of relations between Brazil and Africa mainly reflects three main features: the international system, domestic economic and social condi- tions, and other factors affect Brazil' s relations with Africa; Portuguese - speaking African countries occupy an important position in Brazil' s policy towards Africa; Brazil has advantageous areas of cooperation with Africa.
