摘要 本文援引北京化工大学实例,对编外聘用制度的发展规律进行了粗浅探析。编外聘用制度勃兴于市场经济的大背景下,是对传统人事管理制度的突破和超越,具有旺盛的生命力。编外聘用制度的推行只有与单位核心事业的发展结合起来才能步入科学发展的快车道,也才能形成推动事业单位整体用人制度改革的巨大冲击力。 In this paper, the brief analysis on the development of the employment system that is related to off-staff employee has been carried out, based on the condition of Beijing University of Chemical Technology. The em- ployment system concerning off-staff employee is engendered under the impact of market economy development and it breaks through the confine of the traditional employment system. This new employment system must experi- ence the stable and lasting development and have a bright prospect. In order to make this employment system de- velop continuously, the implementation of this new system must be combined with the development of the organi- zation' s core business, by which the notable effect that can drive the innovation of the whole employment system may be produced.
