摘要
经济性特区腐败呈现出与传统行政区腐败相异的特征,可概括为"数量众多、形态多样、影响甚广、较难治理"等几方面。要对经济性特区腐败进行有效的治理,就必须梳理出经济性特区腐败治理的场域特点,摒弃直接嫁接传统行政区腐败治理模式的做法,重构能匹配经济性特区腐败治理场域特点的腐败治理模式。相关活体因素的引入是建构这一模式的关键或者说路线图。地方政府核心行动者作为经济型特区拥有丰富公共权力资源和相对充分行动自由的主政官员,理应成为经济性特区腐败治理的能动主体。而地方政府核心行动者腐败治理动能的发挥则需从利益定位与价值导向、自我定位与集体作用、行为逻辑与行政模式等方面进行行为的重塑与规引。
Corruption in Special Economic Zone shows different characteristics compared to others,which can be summarized as larger number,morphological diversity,influence of more extensity and difficulty of control.A good control of corruption in Special Economic Zone demands that we sort out the field characteristics first and abandon the traditional administrative model,so as to reconstruct the corruption model which can match the field characteristics of this area.Introducing the related living donor factor can name the key or the route map for this new administrative model.As the administration officials of Special Economic Zone,authorized with abundant resources and public power and relative to full freedom,local government core actors should become the dynamic main body of corruption control in this area.Interest and value orientation,self orientation and collective action,action logic and administrative mode,and other aspects should be measured to reconstruct these actors' administrative model.
