流域生态补偿中的水资源准市场交易机制研究

Study on Water Resources Quasi-market Trading Mechanism of River Basin Ecological Compensation

建立起市场化水资源配置机制是解决流域水资源短缺和推动流域生态保护的最有效方法。当前,流域水资源商品的准市场化交易模式更符合我国基本国情。为此,本文对流域水资源准市场机制的内涵和机制构建进行了探讨,提出以政府规制为手段构建流域水资源准市场体系,并利用Holmstrom-Milgrom"委托——代理"模型对流域水资源准市场机制进行了建模研究,为构建流域水资源准市场机制提出了政策建议。

Taking into account to establish a market allocation system of water resources is the most effective economic method to solve river basin water resource shortage and pollution.At present,the river basin water resources quasi-market trading mechanism is more suitable for Chinese basic national conditions.This paper discusses the meaning and mechanism of building a river basin water resources quasi-market mechanism and puts forward to using government regulation to construct the river basin water resources quasi-market system.The paper also constructs a river basin water resources quasi-market system model basing on Holmstrom-Milgrom principal-agent model.Finally,the policy recommendations are proposed to construct a river basin water resources quasi-market mechanism.
