摘要
作为政府管理的工具和方法,当代中国政府在目标考核的形成与功能上有明显的本土化特征。从目标考核走向绩效评估是政府创新的前沿路向,是时代的递进和层次的跨越。我们已经拥有了很好的发展动力机制,要促使目标考核真正走向绩效评估,有赖于构建绩效评估指标体系,建构绩效评估机制的核心载体;将绩效评估纳入绩效管理系统,实现局部到整体的蜕变;采用电子化信息评估系统,实现绩效评估自身的绩效。
As the government management tool and method,the assessment o{ target of contemporary Chinese government has its localization characteristics both in formation and function. Development from goal assessment to performance man- agement is the frontier way of government innovation, also the progress of era and level. We already have the very good development power mechanism, in order to prompt target assessment developed to be performance evaluation, performance evaluation mechanism of the core carrier must be constructed, performance evaluation must be included in the performance management system that realizing the development from local to the whole, and the electronically information evaluation system should be used to realize the performance of performance evaluation.
