摘要
教育均衡是教师逆向流动的逻辑起点,教育均衡得不到合理的解释,教师逆向流动也会丧失意义。人们通常理解的教育均衡带有很强的竞争意蕴,主张所有儿童都处于同样的竞争起点。这种教育均衡有明显的理论缺陷,也不具备实践的可行性。能力充足是理解教育均衡的新视角,它建立在公民身份平等的基础上,主张所有儿童的基本知识和学习能力都达到同等的充足。为了能力充足的教育均衡,需要保证落后地区和农村的学校有足够多的合格教师,既要留任现有的合格教师,还要弥补合格教师的不足。教师逆向流动是补充合格教师的重要途径。适度强制加有效激励是实现教师逆向流动的制度结构。
The balanced development of education is the logic starting point of teacher' s converse mobilitY, if it can' t be reasonably explained, teacher' s converse mobility will be useless, The balanced development of education in daily life has strong complication for competition, which requires every child to be in the same scratch line. This conception has obvious theoretical shortcomings and is also infeasible. Capability adequacy is a new perspective for balanced education, which is based on citizenship and requires all children acquire an equally adequate essential knowledge and capability. To get balanced education with capability adequacy, it demands that undeveloped area and countryside school have enough qualified teachers, through retaining on-the- job teachers and supplementing new qualified teachers. Teacher' s converse mobility is the main path for supplementing qualified teachers, which can be achieved by moderate arbitrary orders and effective stimulation.
