在山区河道防洪规划治理过程中,结合"三位一体"规划思路,将生态水利建设与山洪灾害防治相结合,分析了流域概况及存在的问题,提出了河道生态治理方案,在确保流域洪水调蓄能力及岸堤自身防洪功能的基础上,发挥河道生态效益,将传统水利工程简单的"防洪减灾"的功能拓展为既能起到防洪减灾作用,又与山区的水利生态建设规划进行统一。

in this paper, in the course of flood control planning in the process of governance, with ＂the Trinity＂ plan- ning, the ecological water conservancy construction and mountain torrents disaster prevention combination, analysis of the situation and existing problems, puts forward the ecological management programme, in ensuring the flood regulation capacity of storage and flood control levee itself based on function, play ecological benefit, the traditional water conservancy project simple ＂flood control＂ function development can play a role in flood control, and water ecological construction planning together.
