"Governmental Effect" in Transformation from Resource-Oriented Economy —— Taking Shanxi Province as an Example

资源型经济问题的产生,在于与资源开发、管理等相关的制度安排与运行机制的不合理。资源型地区普遍存在的产业结构不合理、生态环境恶化和公共事业发展滞后等问题,为政府干预提供了必要性。政府通过产业政策调整、生态环境治理和公共投资等政策手段和措施,对资源型经济转型发挥了重要作用:消除了经济发展对资源的过度依赖,解决了资源型经济的可持续发展问题,改善了经济发展的内外部环境。

Resource-oriented economic problems lie with the unreasonable arrangement and operation mechanism of the resource development and management.It is necessary for the government to intervene in the transformation from the resource-oriented economy because of the general problems such as unreasonable industrial structure,the deterioration of ecological environment and less-developed public investment in the resource-oriented regions.The government plays an important role in eliminating economic development＇s over-reliance on resources,in solving the sustainable development problems of the resource-oriented economy,and in improving the economic development environment both inside and outside,by means of policies and measures such as industrial policy adjustment,environmental management and public investment.
