中国共产党的十七大报告指出,要加快推进以改善民生为重点的社会建设。社会建设与人民幸福安康息息相关。必须在经济发展的基础上,更加注重社会建设,着力保障和改善民生。2011年1月24日,吴邦国指出,中国特色社会主义法律体系已经形成,国家经济建设、政治建设、文化建设、社会建设以及生态文明建设的各个方面实现有法可依。在社会主义法律体系已经形成,国家各方面建设有法可依的情况下,如何使社会建设遵循法治而真正达到改善民生、保障公民权利成为当下各级党委和政府的紧迫任务。
