我国义务教育均衡发展已实现了从权利平等到资源均衡的转变,正在从资源均衡向优质均衡迈进。优质均衡是优质和均衡的结合,是在资源均衡基础上追求教育质量的提升,旨在实现教育质量的均衡。教育质量体现在教育输入、教育过程与教育结果三个方面,教育质量均衡也因此包括教育输入的质量均衡、教育过程的质量均衡和教育结果的质量均衡。义务教育优质均衡是底线均衡基础上的差异均衡,其发展是注重质量提升的内涵发展,是基本质量标准基础上的特色发展。促进义务教育均衡发展,必须把基本质量标准与多元特色发展结合起来,以学校为主体,通过深化学校内部的变革,促进教育质量的提升。
