均等化、逆向分配与“福利地区”社会保障的省际差异

Equalization, Adverse Distribution and the Inter-province Difference on “Welfare Area” Social Security

以省级地方政府社会保障"投入-产出"的视角测量发现,尽管财政性社会保障投入的省际差异减缓,但社会福利主观感受的省际差异和财政性社会保障投入与社会保障覆盖面间的不均衡发展状况仍然十分明显,已经在省际间形成逆向分配的趋势:经济发达省份,社会保障覆盖水平较高,政府财政社会保障负担较轻,已经逐步实现良性循环;而经济欠发达省份,社会保障覆盖缺口较大,政府社会保障负担较重。因此,有必要通过调整财政转移支付、提高地方政府效率、鼓励社会力量参与等方式加快社会保障均等化发展。

Social security system in China has already achieved great progress during the past three decades.However,there is a tendency of the disparity of welfare region across China.This research aims to explore the dynamic and current development of welfare region in China.By reviewing the input and output of social security at provincial government levels,this paper finds that there is an adverse distribution across provinces in terms of social welfare.The provinces which perform well regarding economic development are most likely to enjoy better coverage of social security while less financial burden of local governments.In order to deal the captioned problems,instruments such as the central financial transfer,improving governments’ efficiency as well as introducing social actors should be considered.
