2008-2010年辽宁省乡镇卫生院中医药服务能力调查

Investigation of Clinics TCM Service in Towns and Villages in Liaoning During 2008 -2010

目的：了解全省乡镇卫生院中医药服务现状。方法：调查填表与现场调研相结合。结果：2008--2010年全省有乡镇卫生院分别为981、1040、997家，其中，医疗保险定点情况分别为45．3％、47．3％、48．3％；新农合覆盖面分别为93．3％、90．8％、95．9％。中医科的设置为60．4％、57．8％、63．0％；中药房的设置为51．9％、52．3％、54．1％。执业医师（助理）总数分别为10328人、11030人、11477人，其中，中医类别执业医师（助理）分别占15．4％、，15．1％，15．6％。总收入分别为116255、141106、164542万元，其中，中医药收入分别占10．6％、10．5％、10．3％。总门诊量分别为1035、1197、1410万人次；处方总量分别为924、1049、1148万张，其中，中药处方分别占21．3％、21．3％、22．6％。设备总值为分别为38083、46551、103237万元。结论，从全省乡镇卫生院调查情况看，3年来变化最明显的是设备总值明显增长，而在中医科、中药房设置比例、中药处方比例，中医药收入比例及中医类人员比例等体现中医药服务能力指标上均无明显变化，辽宁省乡镇卫生院中医药服务能力还很薄弱。

Objective ： To investigate the current situations of clinics in towns and villages in Liaoning Province. Methods ： Ques- tionnaires and on - the - spot investigations were both used. Results ： In 2008- 2010, there were 981,1040 and 977 clinics in these three years respectively in towns and villages of Liaoning Province. The hospitals for medical insurance were 45.3% ,47.3% and 48.3% respectively. The clinics for countries new medical insurance were 93.3% ,90.8% and 95.9% respectively. Among these clinics, the TCM departments accounted for 60.4%, 57.8 % and 63.0% ; the TCM pharmacy accounted for 51.9 % , 52.3 % and 54.1%. The qualified doctors were 1 0328,1 1030 and 11477 respectively in 2008 N 2010 ,among which the qualified TCM doc- tors accounted for 15.4% , 15.1% and 15.6%. The total incomes of these clinics were II 6255 0000,14 ll06 0000,16 4542 0000 yuan respectively,among which the incomes from TCM accounted for 10.6% , 10.5% and 10.3% respectively. The total numbers of outpatients were 1035 0000,1197 0000 and 1410 0000 man - time. The total number of prescriptions were 924 0000, 1049 0000 and 1148 0000,among which TCM prescriptions accounted for 21.3% ,21.3% and 22.6%. The total values of the e- quipments were 3 8083 0000,4 6551 0000 and 10 3237 0000 yuan. Conclusion：The most obvious change was the equipments val- ue increase. However, the other aspects including the TCM department, the TCM pharmacy,TCM prescriptions, TCM incomes and qualified TCM doctors had no obvious changes. The TCM service of clinics in villages and towns of Liaoning Province is still weak.
