摘要
高等教育国际化的进程中,大批在校大学生走出国门赴不同国家留学,存在安全隐患等问题,高校有责任对这类境外留学的大学生进行有效的应急安全管理。境外大学生的应急管理标准包括预防、制定预案、应急反应程序和恢复等4个方面。高校境外留学生的应急管理需要制定相关的规章制度和管理细则,做好应急安全准备,加强大学生应急安全教育,发挥学生的主体作用,以人为本,提升应急反应和恢复能力和水平,从而有效地解决学生的安全问题。
In the process of internationalization of higher education, a large number of college students are now studying overseas as part of their educational advancement. Some safety problems may occur in the institutions of higher education. College or university is normally responsible for effective emergency management of overseas students.
