摘要
随着国家对海岛的有序开发,如何保证含有高渗透率分布式电源的独立海岛供电系统安全、稳定、经济运行成为一个全新的课题。提出基于就地控制层、集中控制层、优化调度层的三层控制体系,解决海岛电网暂态、动态、稳态问题的独立海岛三态控制方案。控制方案包括基于区域电流差动集中保护的暂态控制,基于广域量测数据的系统频率动态稳定控制,以及基于经济优化调度的稳态能量管理控制。最后通过对实际海岛系统仿真验证了暂态保护和动态稳定控制的有效性。
As the state begins to orderly develop island, it becomes a new topic for how to ensure safe, stable and economic operation of the independent island power supply system with high penetration distributed resources. The paper proposes the tri-state control scheme based on local control layer, centralized control layer and optimized scheduling layer, to solve the independent island grid transient, dynamic and steady-state stability problem. The control programs include area current differential centralized protection for transient control, dynamic stability frequency control system based on wide area measurement data, as well as the steady energy management system based on economic optimization dispatch. Finally, it verifies the validity of the transient protection and dynamic stability control system by simulation of the actual island power supply system.
