摘要
以近十五年上海高技术产业发展的有关数据为分析对象,对上海市高技术产业的现状及问题进行分析,认为上海高技术产业的产业结构和所有制结构都稍显失衡,整体税负较低,对经济贡献十分有限,提出政府应优化产业结构、调整所有制结构、加强税收扶持、创新投融资体制等四个方面的对策建议。
The article is based on the statistics of Shanghai hi - tech development in the past fifteen years, points out the existing problems that the industry structure and the ownership structure is partially inappropriate, the tax burden is relatively lower, and the contribution to economy is not overwhelming. Accordingly, the paper proposes some suggestion in settling the problems in four aspects： prefecting industry structure, adjusting the ownership structure, strengthening the tax revenue support, and innovateing the investing and financing system.
