摘要
进入新世纪,我国林权制度改革已进入全面可持续发展阶段,多元权利主体在博弈过程中,林农权益保障不足问题凸显。究其原因,主要症结在于法律的滞后和维权机制的缺失。因此,通过健全法律、规范流转、建立侵权损害综合协调机制等手段来消除林权制度中的不合理因素,坚持可持续发展战略,为最大限度地维护林农权益提供制度保障。
In the new century,forest tenure reform in China has entered a sustainable development phase.In the process of multi-subject of rights game,inadequate protection of foresters interests are obviously.Considering,legal backward and rights protection mechanism missing are the most important reason that cause the lose to the foresters interests repeatedly.Therefore,we should sound legal,set rules for the circulation and establish the infringement coordination mechanismget rid of the irrational factors in the forest right system.Only adhering to the sustainable development strategy,we can provide an institutional guarantee for the foresters interests to realize the maximum.
