随着国有林场改革步入关键阶段,改革的复杂性和艰巨性也逐渐被人们所关注。文章从多个角度对国有林场改革进行了分析。从事业单位改革的角度来看,国有林场改革存在着追求公益性和追求经济效益之间的悖论;从层级间政府职能的划分来看,不同的公共物品应由不同层级的政府来提供,以得到最佳的资源配置效率,这就对国有林场的管辖主体提出了不同要求;此外,还从财政、金融、效益补贴等方面,论述了国有林场改革中应该注意的问题。

At its key stage,state-owned forest reform with its complexity and arduousness is well-concerned by the public and researchers.From multiple perspectives,this thesis analyses the key issues in state-owned forest reform.From the perspective of public institutions reform,the state-owned forests are also profoundly influenced by the paradox between public welfare and economic efficiency.From the perspective of inter-government relationship,different public goods should be provided by different levels of the government.Who manages the state-owned forest farms is also a key issue of the reform.In addition,fiscal issue,financial problem and benefits subsidies related to state-owned forest reform are also discussed in this thesis.
