Financing Environment,Capacity and Strategy of China’s Carbon Forestry

对碳汇林业融资中的外部环境和内在能力进行了分析,认为：政策扶持、金融支持和公众认可是碳汇林融资的外部机遇;全球碳汇交易额低、我国碳汇项目的竞争力不及拉美国家同类项目、碳汇林建设在国内尚未成为优先发展事项等是其融资障碍;能经济有效地将气候变化减缓与适应协同发挥作用是其融资时的能力强项;方法学复杂、碳信用可逆转以及利益者相关者众多难沟通是其能力缺陷。最后分别从国家和项目开发者的角度提出初步的融资策略构想。

This article analyzes the external financing environmental and internal financing capacity of carbon forestry.Analyses show that policy support,financial support and the public recognition is its external opportunities.Those low shares in carbon markets,less attractive to foreign investors and not high domestic status are its financing obstacles.Combining the twin aspects of mitigation and adaptation and sustainable development effectively is its strengths.And complexity methodology,impermanent carbon credits and having too many stakeholders is its defect.Finally,establish financing strategies for carbon forestry from the combination of external funding environments and internal financial capacities.
