摘要
政府科技项目投入能破除企业R&D资金约束、帮助企业提升创新能力从而提升企业创新效率;但政府科技立项的特殊性质也使得企业面临技术较难商业化和R&D资金耗散的困境,从而降低企业创新效率。利用SFA技术和扩展的知识生产函数模型,本文测度了我国95家创新型企业2007-2010的创新效率变化及政府科技项目投入对其的影响,研究发现:政府科技项目投入对企业的创新效率的影响对R&D强度不同的企业呈现差异。这说明政府还要提供使企业尽早实现技术商业化的服务并客观论证承担项目企业的技术能力和水平。
The programs subsidies from government can increase innovation efficiency of enterprises by alleviating the financial constraints for RD and promoting the ability to innovate.However,it may also decrease the innovation efficiency possibly due to special nature of the program which makes the corporations have to face commercialization difficulties and dissipation of RD funds.With the SFA technology and augmented function of knowledge production,this paper measured the change of innovation efficiency of 95 enterprises from 2007 to 2010 and the impact of program subsidies from government.The research finds relationship between program subsidies and innovation efficiency varied across enterprises with different RD intensities.It concludes that government should also attach great importance to achieve technological commercialization and estimate the technological ability of enterprises more objectively.
