摘要
劳动力转移效应是劳动力转移工作的追求目标。为了科学体现劳动力转移过程及其成效,应建立包含培训转移就业工作能力、产业和社会发展水平、人力资本开发的劳动力转移综合评价指标体系。通过研究人力资本开发、劳动力转移就业工作能力和产业和社会发展水平之间的关系,需应用统计分析数学模型着力分析劳动力转移工作过程中推力、拉力与结果因素之间的关联特征。为优化劳动力转移综合效应,应健全劳动力转移培训对接产业转移的机制,推广"就近就业"劳动力转移模式;加快推进基本公共服务均等化;促进经济社会体制改革,完善全面和动态的考核指标。
Migration effect of labor force is the goal of labor transfer. Reflecting labor transfer process and achievements scientifically should establish comprehensive evaluation indicator system including the working capacity of training, transfer and employment, the level of industry and social development and labor transfer of development of human capital. Through study on the relationship among them, it is necessary to apply statistical analysis mathematic model to focus on the linked characters between the the effect, we should push the transfer mode economic social system pulling and pushing forces in the transfer and their results. In order to optimize improve the mechanism of the industrial connecting in labor transfer training, of nearby employment, accelerate equalization of basic public service, improve reform and perfect overall and dynamic evaluation index.
