摘要
江西省永修县鄱阳湖区二期防洪工程自第五个单项三角联圩、第六个单项九合联圩以及重点圩堤应急防渗处理工程实施"一统两分,两级项目法人"建设管理体制以来,对明确责任主体,规范工程管理,加快建设进度,提高工程质量,保障资金安全等方面取得了明显的成效.但在实践中也因诸多因素影响,出现了一些亟待解决的实际问题.为此,须在工程资金投入、项目设计、招投标等作进一步探索,力争通过各方努力,形成更完善的"一统两分,两级项目法人"建设管理体制.
Since the implementation of the construction and management system of Dominationg two points and two grade project legal for Sanjiao dike the fifth single project and Jiuhe dike the sixth single project and the emergency anti-seepage treatment project of major dike of the second phase flood control project of Poyang Lake Area, great achievements is got from detefing the main responsibility, standardizing project management, accelerating construction progress, improving engineering quality and guaranteeing capital safety. But during the practice, resulted by various factors, some problems are still urgent to be solved. Hence, the further exploring should be done in capital input, project design and bidding or tender so as to form a more completed management system of Dominationg two points and two grade project legal after efforts from all sides.
