创业型大学资源配置的组织转型和内部变革

摘要 通过对创业型大学资源如何优化配置的认识,提出推进大学资源配置的组织转型和内部变革,要实现从静态配置到动态配置、从行政权力配置为主逐步过渡到以市场机制配置为主、从发挥地缘化效用到发挥开放共享效用的三个转变。要科学制定资源配置的战略规划,建立资源配置合理决策机制;导入市场竞争机制,建立具有选择性的资源配置竞争体系;树立共享理念,推进资源共享的制度创新和协同创新;建立资源效用的评估和监控制度,保障资源配置目标和责任的落实。 Based on the discussion on how to optimize resource allocation in entrepreneurial universities,the author argues that organizational transformation and internal revolution of resource allocation require switches from static allocation to dynamic allocation,from administrative allocation to market allocation,and from regionalism to openness.It is also recommended that a sound plan of resource allocation should be worked out to build rational decision-making mechanisms,a selective competition system be set up by introducing market-based competition mechanisms,institutional innovation and collaborative innovation be facilitated by developing resource sharing philosophy,and appraisal and monitoring systems be established to insure the fulfilment of goals and resposibilities.
