我国行政信访制度的改革目标定位

当前我国行政信访制度所遭遇的实践诘难应归因于它所涵摄的协商理性未获得法治化表彰。因此,将行政信访建构为彰显行政协商的制度平台,应当成为现代行政法治环境下我国行政信访制度改革的目标导向。唯有通过强化行政协商才能促使我国行政信访价值的回归和制度理性的彰显,让行政信访在凸显行政主体与公民间协商理性、促进主体双方良性互动、理性合作上发挥积极作用,进而推进我国行政法治、善治的发展。

The troubles from the practice of the administrative petition system of our country are due to the fact that its consultative ration is not legally demonstrated.Thus,the aim for our country＇s reform of administrative petition system should be to construct administrative petition as demonstration and to increasingly strengthen the platform of administrative consultation system in the legal context of modern administration.Only by strengthening administrative consultation can the retrieval of value for our country＇s administrative petition and the demonstration of system ration be promoted,so as to make administrative petition highlighted in the consultative ration between administrative body and citizens,to promote the two sides of the main bodies in perfect interaction,to make rational cooperation active and to push the development of our country＇s administrative rule by law and good governance.
