“城中村”社区保障的困境与解决思路

The Barriers and Outlet of Community Security of the “Villages Within Cities”

高速城市化进程中,"城中村"数量不断增多,"城中村"社区保障面临着诸多问题。在分析了"城中村"社区保障所面临的土地补偿、居民安置、长效机制和后续保障等困境的基础上,提出完善补偿机制、加强立法推动法制化建设、建立科学社区保障体系和提高自我保障能力等解决"城中村"社区保障问题的新思路。

In the process of rapid urbanization,with the increase of ＂villages within cities＂,＂villages within cities＂ community security faces many problems.This paper first provides an analysis of ＂villages within cities＂ community security of land compensation,resident placement,the plight of long-acting mechanisms and follow-up guarantee.It then puts forward the solution to ＂villages within cities＂ community security including perfecting compensation mechanism,strengthening legislation to promote legalization,establishing scientific community security system and enhancing self-protection ability.
