分析了我国中央和地方财政支持NPO参与社会服务项目的主要成效与问题。其中主要成效包括:推动了政府职能转变,提高了财政资源的使用效率和公共服务的质与量,为推进事业单位分类改革提供了借鉴,促进了社会组织发展和人民群众公共意识的提高。主要问题包括:向社会公开相关信息的力度还不够,项目监管与评估呈现"内部取向性",普遍缺失规范的支出绩效评估。

This paper has analyzed the effectiveness and problem of China central and local financial support to NPO participating in social services. The main effectiveness include ： promoting the transformation of government functions ; improving the quality and quantity of financial resoumes and public service; providing reference for Chinese public welfare units reform; promoting the development of social organizations and the people＇ s public awareness. Main problems include ： making public the relevant information is not enough; supervision and evaluation of the projects ap- pearing internal orientation; general lack of standard evaluation of expenditure performance.
