如何走向有序与活力兼具的社会,避免"一管就死,一放就乱"的"历史怪圈",是现阶段我国社会管理面临的重大挑战。我国上、中、下三个层次围绕这一问题各有重点的探索,不仅是"中国经验"的实质内容,而且也构成"中国经验"的一个个亮点和成长轨迹,其中,中央的经验是核心、灵魂和指导。从理论上来说,"社会运行论"包括的所有机制都涉及到有序与活力兼具的问题。从整合机制和动力机制出发,要应对现阶段我国社会管理面临的挑战,就要正确把握社会建设和社会管理的关系,要重视国家、市场和社会的有效整合与合作,要实现"组织构架的再造",处理好利益多元化格局的关系,要在解决好各种关系的基础上努力实现科学管理。

How to move to the orderly and vigorous society,and avoid the ＂vicious circle＂ of ＂death with managing,or being alive without managing＂ are the big challenge we are facing in the present social management.In exploring this problem,the essence of ＂Chinese＂ experience has developed,among which the experience of central government is the basic guide.From theory perspective,＂social operation theory＂ involves the problem of the order and vigor of all the systems.From integration and motivation of the system perspective,it is important and necessary to balance the relationship of social construction and its management,to emphasize the effective integration and cooperation of country,market and society,to handle the multi-dimensional benefit distribution,and to realize the scientific management in the present situation.
