摘要
城乡教师的单向流动,严重影响了农村学校教师队伍的稳定,加剧了教育资源分配的不均衡,造成了农村学校教育质量的下降。要改变这种现状,以县(区)域为单位建立合理有序的教师流动机制,均衡配置教师资源,是十分必要的。通过对甘肃省Y县城乡学校教师流动现状的实证调查,对构建县域内城乡教师流动机制的有利因素和主要障碍进行了探讨,提出了构建县域内城乡教师流动机制的对策,以期为构建更为合理的有利于教育均衡发展和人才培养的城乡教师流动机制提供借鉴。
Recently,flow of urban and rural teachers has made serious impact on the stability of rural school teachers,and intensified the unbalanced education resource allocation,which caused a drop on the quality of rural school education.In order to change this situation,it is necessary to set up a reasonable and orderly teacher flow mechanism to make a balance configuration of teacher resources.This paper,through an empirical survey on this problem in Y county of Gansu,analyzes the favorable factors and the main obstacles on teacher flow and put forward the countermeasures for the construction of flow mechanism for urban and rural teachers.
