A Study on the Ralationship Between Clean Development Mechanism and Sustainable Forest Management

《京都议定书》是第一部规定温室气体量化减排义务的国际条约,它提出的清洁发展机制(CDM),是发达国家为实现其温室气体减排义务,在发展中国家提供资金和技术实施温室气体减排项目的合作共赢机制。清洁发展机制下的造林再造林项目,是《京都议定书》框架下发达国家和发展中国家之间在林业领域内的唯一合作机制,是指通过森林固碳作用来充抵减排CO2量的义务,森林生态效益价值的补偿可以通过市场来实现。这一项目的实施,为中国林业的发展带来机遇,拓宽了发展空间,使森林资源多功能效益市场化得到了实现,同时,可带来新技术、新思想和新的理念,促进森林可持续经营目标的实现。

Jing-du Agreementis the first international treaty that stipulates the obligation to reduce the emission of greenhouse gases quantitatively.The clean Development Mechanism（CDM）that it has put forward is the cooperative together-profited mechanism by which the developed countries,in order to carry out their obligation for reducing the emission of greenhouse gases,provide fund and technique to carry out the project to reducing the emission of greenhouse gases in developing countries.The project of planting trees again and again under the CDM is the only cooperative mechanism in the forestry field between the developed and developing countries by the Jing-du Agreement.It refers to the obligation to reduce the emission of carbon dioxide by forest carbon sequestrating role.The compensation for the value of the forest ecological benefit can be got through market.Carrying out the project has brought the chances for the development of forestry of China,broadened the developing space,and brought about the marketization which has made the forest resources get multi-function benefit.Meanwhile it may bring about new techniques,new thoughts and ideas to make the goal of the sustainable forest management come true.
