傅秉常外交活动及外交思想述论

An Exposition of Foo Ping-sheung's Diplomatic Activities and Diplomatic Thoughts

傅秉常是民国时期资深外交家,早年追随孙中山、伍廷芳,南京政府成立后曾任立法院外交委员会委员长、外交部政务次长及驻苏大使等职。他参与外交决策、单独展现个人才能的机会并不是很多,而多是作为辅助者、配合者进行活动,但都能尽职尽责,恪尽职守,扮演好自己的角色。而一旦机会来临,他也会及时抓住,放出异彩。傅秉常对于国际局势(特别是他参与较多的中苏关系),有其个人的见解。对于一般的外交工作,例如外交机关、外交人员的基本职守与应有分际,驻外使馆的规划管理与业务范围等,也颇有见地。

A follower of Sun Yat-sen and Wu Tingfang in his early years,Foo Ping-sheung was a diplomatist who had certain influence during the period of the Republic of China.He had worked as the chairman of the legislature Foreign Relations Committee,the undersecretary of government affairs in the Foreign Office,the ambassador in Soviet Union after the foundation of Nanjing National Government.As a conscientious assistant and coupler,he had few opportunities to be involved in foreign policy making and to show his own talents alone,but he would seize and try his best to do well if given the chance.Foo Ping-stieung had his own opinions about the international situation,especially Sino-Soviet relations on which he spent more time,and had insightful views on routine diplomacy,such as the basic responsibility and division of diplomatic institution and diplomatic agent,planning management and scope of service in embassy.
