摘要
接续《"文字上移":20世纪90年代末以来中国乡村教育的新趋向》一文,文章考察了近5年来中国农村学校布局调整的新进展,并通过一个华北区域的案例,展示了布局调整的运行逻辑及其对于几个关键社会群体的深度影响。研究发现,农民的离土趋向与政府的土地财政是驱动"文字上移"的双重动力;离土趋向与土地财政构成为当前中国经济社会发展整体格局的一体两面,尽管国家最近出台了关于规范农村学校布局调整的相关意见,但其在实践中的真正转折点还得依赖于中国经济社会发展的整体运行趋势。
Continued with the article "'Words-up-moving': The new trend of China rural education since late 90s in the 20th century",this paperstudies the new progress of rural school mapping in China of these five years.By using a case in North China,the author showed the operating logic and its depth effect of the program to several key social groups.This study found that,the trends of farmers left from land and governments' land finance were the double drive of "Words-up-moving";the left-land tendency and high-dependence-on-land finance constituted the dual sides for the current overall layout of Chinese economic and social development.Although the central government has recently promulgated regulations on rural school mapping program,the real turning point still has to rely on the overall trends of Chinese economic and social development.
