摘要
目的了解我国部分地市级卫生统计信息机构人力资源配置现况,分析其人员配置和需求情况,提出适合我国国情的资源配置建议,促进"十二五"目标实现。方法通过卫生部网络直报系统对全国31个省、自治区、直辖市的全部417家地级市卫生行政机构人员进行问卷调查和分析。结果 417家卫生行政机构中仅有13.67%的机构成立了专门的卫生统计与信息化机构;东部地区专设卫生统计信息机构的比例(22.9%)高于其它地区(χ2=45.364,P<0.001);218家机构(占70.3%)无专职统计工作职工,197家(占63.1%)无专职信息化工作职工;30.5%地级市卫生行政机构表示需要1~2名专职统计工作人员,28.1%需要1~2名专职信息化工作人员。结论卫生统计与信息化机构设置不足,东中西部配置不均衡,卫生统计信息专业人才需求性普遍存在。
Objective The survey attempted to understand the current status of the human resources of municipal health statistics information agencies,evaluate the allocation and demand ofhuman resources,propose practical and feasible resource allocation recommendations in light of China's national condition,and contribute to the general goal of the "Twelfth Five-Year Plan".MethodA questionnaire survey was conducted among 417 prefecture-level healthadministrative agencies' staff from 31 provinces,autonomous regions and municipalities,via the network direct reporting system of Ministry of Health.Results 13.67% of the 417 health administrative agencies have established professionalhealth statistics information agency,22.9% of the eastern China health administrative agencies have established professionalhealth statistics information agency,and only 14.5% in the west.218 agencies(70.3%) had no full-time employees in statistical work.197 agencies(63.1%) had no full-time employees in informational work.30.5% of municipal health statistics information agency expressed the demand for one to two full-time statistical staff.28.1% of municipal health statistics information agency expressed the demand for one to two full-time informational staff.Conclusion The survey showed that the staff of health statistics information agency in China is insufficient in quantity and unscientific in the structure.There is a common demand of statistics information engineers.
