摘要 评价是主体依据自身的尺度对对象进行的一种带有能动性、创造性的价值评定。在充分掌握对象本质和规律性的基础上,科学设置评价体系的结构框架,合理筛选定性和定量指标,是达到合目的性和合规律性统一的有效途径。社科科研人才评价的行为主体包括有着不同评价权限、又相互影响的委托方、受托方和被评价方,必须健全评价机制,规范评价程序,明确不同评价主体的权力与职责,使评价回归价值事实。社科科研人才评价主体的评价动机主要有人才评优评奖、人才引进招聘和人才自我评价三种情形,分水平评价和发展评价两种类型,应根据主体的评价动机来构建与之配匹的评价指标体系,避免由于评价不当造成的用人不当现象。 The evaluation is the main basis for its own scale with the initiative, the object of evaluation of the creative. Fully grasping the object nature and reguiarity on the basis of the scientific setting of the structural framework of the evaluation system, the rational screening of qualitative and quantitative indicators, is an effective way to achieve the purpose and regularity unified. Social scientific research personnel evaluation actor shaves different evaluation authority, interaction entrusting party, entrusted party and the evaluation side, we must improve evaluation mechanisms to standardize evaluation procedures, define the powers and duties of the different evaluation of the main, so that the evaluation of regression value fact. Social scientific research personnel, evaluation of the main evaluation of motivation talents appraised awards, the introduction of talent recruitment and talent to self-evaluation in three cases, the evaluation and development of the sub-level evaluation of two types of evaluation according to the main motivation to build with them with horses evaluation index system, to avoid choosing the wrong phenomenon caused due to evaluation inappropriateness.
