A New Exploration of Information Silo of Electronic Government——from the Perspective of Information Ecology

电子政务建设中信息孤岛的破除是实现政务信息共享的基础,信息生态的理论和研究方法,可以为研究信息孤岛的存在与变化,以及信息孤岛消除的策略方法提供一种新的思维和途径。从生态学角度分析电子政务信息孤岛,可以形成静态和动态两方面的分析框架。在此基础上,从信息生态系统的角色定位、信息生态的整体观和信息生态的进化观三方面提出信息孤岛的消除策略。

The elimination of Information Silo is the base of actualizing the sharing of government information, the theory and research method of information ecology can provide a new thinking and approach for studying the exist and change of Information Silo and tactic of eliminating the information silo. Analyzing information silo of electronic government from the aspect of ecology can form the analysis framework of both static and dynamic. On this basis, the strategy of eliminating Information Silo can be put forward from three aspects which include the role locating of information ecology system, integer view of information ecology and evolution view of information ecology.
